But who is to provide the large sum of $4,500,000 for the con struction of 886 miles of railway mainly from political considera tiona? Mr. Ainsoough says: "Even from a political point of view alone, I would suggest that it is advisable for the railway to be constructed, but when one considers the commercial pos sibilities in addition, the whole scheme seems to be but the natural concomitant to the ex- pansion of British trade sad energy." The project undoubted- ly is a cound one from the political
point of view, but there is little prosprot, we fear, of seeing such & line bailt for many a year yet. It is recognised that the day for foreign concessions is past in China and even if it were not we doubt whether the British Government would now be in- daced to book an enterprise de aigned to conflict with French ambitions in Yunnan-and there is not the least likelihood we think of the Chinese in Western China finding so large s capital, or of any foreign syndicate providing the capital on the Canton-Kow- loon railway plan, unless it can be clearly shown that there is a strong probability of the line pro- ving immediately remunerative.
