Our established rate is that rewards for special events should be confined to cases in which the official services have been altogether outside of the ordinary sphere of an Appointee's duty. To infringe this rule would create a dangerous precedent; and I repeat that drastic measures had the Recommendation of the Financial Secretary.
Such additions are only made in cases where it can be clear that an Officer's services have been in themselves altogether beyond the normal scope of the duties for which he has been paid.

It would be unpopular to create a precedent that would hamper us in all future cases. Sanction the Pension and explain that good and faithful service, however efficient, constitute no claim to special allowances that are taken into account in the calculation of a pension.
