With reference to your letter of the 12th April, 1867, I am directed by the Board of Trade to transmit to you for the consideration of the Lords Commissioners of the Treasury, a copy of a letter from the Governor of Hongkong enclosing an application from the Hong Kong & Shanghai Banking Corporation requesting permission to issue (in accordance with the terms of their Charter) notes of one Dollar, and I am to request that Lord Kimberley may be informed whether the Governor was right in sanctioning the issue of many important notes.
