Professor Vivian B. Lawes, in the course of his second lecture on Manitione, which was delivered recently before the Royal Society. of Arts, had much to say on the subject of mines, shella" and ex- plosives and munitions generally -the all-important topic of the day. Professor Lewes, after bri fly recapitulating the substance of his first lectare reference to which has already been made in this columa said that in their navies Austria and Germany used a powder which was akin to our own, being a nitro glycerine powder: In this war the most serious mistake which had been made was to omit to place from the very beginning absolute embargo upen cotton, for cotton was an absolute necessity in the manufacture of every propellant. If this had been done Germsdy would now be in a bad position indeed. She had stored cotton before the war, and it was a sig- nificant fact that the imports of cotton into Bolland, Sweden, and other neutral countries had since the war broke out reached six times the figures of the corres ponding months of last year. He trusted that diplomatic methods would be found to stop colton from entering into Germany-a auggestion which has since been taken by the Government.
