The Kaiser predicted an end to the war by October, but it is not to be. Europe may fremble and the pessimist may shiver in his shore, but there is only one possible end to the war. That will come when the Allies have obtained the efficiency of am munition and equipment for. which they are now striving with might and main and no one can deny that ones their organisation is complete the output will prov to be overwhelmingly greater than that of the enemy,

The Currency Muddle.
In the City of Victoria there are upwards of eighty money changers who find the business profitable enough to make it worth their while to pay a license fee of $50 per annum (bank roles, now presumably), instead of only $10 as formerly. Three meetings are held by the money obnagers daily at which sub ouin is bought and sold forward and the discount rate decided eccording to the nature of these.. operatione. The Government could bring the sub-coinage with the silver dollar to par in a month if it would undertake to receive its own rents and market rents in sub-coin. Failing this the only other prospect of promptly rehabilitating the sub. sidiary coinage would be for the large concerns like the Electric Tramway Company, the Star Ferry... Company, and the Steamboat. Companies whose revenues are largely in sub-ccin-and who as a coner quence lose heavily on ex- change every year-to deposit this coin in the banks instead of selling it periodically to the money changers. Otherwise, if the evil is entirely to be removed the Government would have to keep on withdrawing and demo- netising until the exchange is at par with the fioliticus value of the bank note. Thus we have in the Colony what may well be called a currency muddle.

Here there is another case where there is one. law for the worker and anothér for the employer. If it be right to increase the remuneration of labour according to the time worked or the work done, surely the same principle ought to have applied to the remuneration of the employer. And yet employers have not publicly complained.
