In a leading ortiole on the "future of the proteated chemical industry the Hochi remarks that the establishment of protected China Sugar Refining Co., Ld.$131 Companies in accordance with Luzon Sugar Réfining Co.,Ld.$46
the law for the encouragement of the manufacture of dyes and medicines will be effected before long. Many, Łowever, slow B lot of suxiety as to the future of such undertakings. Whether there companies can carry on their business in competit on with Ger. man pro fuots after the conclusion of the war or whether they can manufacture dyes and medicines without invading the patents of Germans are questions of import- ance. Unless these two questions are satisfactorily invad, ro one will care to invest in such con- Dern. There is no doubt that after the conclusion of the war, German articles will reappear on the market with surprising rapidity. The Toko paper, after explaining the probable develop. ment of Germany when peace is restored, points out that the process of manufacturing anilice dyes has been discovered in Er land, but that all the same the industry shows no sign of deve- lopment in England. The mant- facture of aniline dyes it entirely monopolized by Germany. Thie is chiefly due to the superior in: ventive talent of the Germans, but at the same time, it is also partly due to the fact that German mana facturers and dye dealers have employed their customary method to drive foreign articles out of the market by and reelling certain lines while demanding relatively high prices for rowly invented articles. The inventive ability of the Japanese cannot be counted apon and Japan's chemios! in- dustry is in a primitive state. Therefore there is certain to be a great disadvantage in competing with German chemical products. However, things are to this extent different in Japan and Germany:
the former follows & protect ionist "policy while the latter favours a free trade system. Under

Japanese manufacturers, do their william Powell, Limited... ...$63 utmost, they may succeed in
ma'ching German articles in ten 8. C. Morning Post years, the term for which the Japanese chemical industry is to be protected. So, after all, it may be possible to realise the in dependence of the Japanese chemical industry. As to the German patents the Tokio paper writes: Whether the German palentees can be deprived of their rights or hot as a result of the Japan-German war, or whether their rateate should be suspended pending the restoration of peace ere questions which have not yet been solved. Anyway these questions are not so important, as the German patents aim at the improvement of dyes, while the Japanese industrial men merely. intend to manufacture dyes. On the whole, the development of the chemical industry, especially the manufacture of dyes and medi- cines, in this country) chiefly de- pends upon the zeal and assiduity of the authorities concerned.
