Oplum Smugglinga Terge seizurea of opium, repréci senting - in value hundreds of thouspads of dollars, made in Hongkong and Singapore during the la-t fow-mentha point to the conclusion that a dumerous and affluent ring of smugglers has taken advantage of the state of war and consequens dislocation of preventive services to proft by the exorbitant price which the drug how commands, in consequenos of the restrin vermengards in China. The question has been raised in the |House of Commons as to whether the Government is aware that the smuggling of opium between Bagland and China is going on "on a large scale." In the light of the facts before us in Hong- kong the Government might have Baid Tew" but it did an more than plead that every effort is being nude to prevent breaches of the anti-opium proclamation and that stepe which were in pro- gram' to bring intò "force" the International Convention for the enppression and abuses of opium and similar drugs were necessarily suspended owing to the war.

Trading With the Enemy, It was inevitable "that may nice questions would arise when the Proclamation came into force prohibiting British subjects from trading in China with subjecte of the nations with who
whom Greet Beitsin is at war. A Hankow paper recently received, contains a paragraph reading as follows: "Northern papers are calling for fome official instructions as to what is expected of British sub-
jepte when the
ne new enemy trading regulations come into force. Here nobody seems to know what is disallowed. The Germans reém to be equally at a loss as to what they may expect. They hse been busily engaged these last few days in removing cargo from their godowns in the British Concession into the native vity and Borose to the Waonang side; apparently they fear that some effort may be made to seize Fit, br that after the 20th they. will act be able to handle it. A word in time would save a lot of trouble." Hankow is not the enly place in Chins of which this could have been written. It is indeed very extraordinary that for over a month after the issue of the Proclamation the British officials in China should have been left without detailed instrac- tions as to the precise bearing of the prohibition on the many little problems which were bound to arise under a Proclamation framed in such general and comprehen sive-terms.

The House of Commons' Statements;
Even more important than the reassuring statement made by the Prime Minister on moving the adjournment of the House is the statement by Mr Lloyd George as to what is being done at home towards supplying munitions. The Minister for Munitions, it will be seen, was able to announce that daring the past month the number of munitions workera had been increased by 40,000, nearly half of whom are skilled workers. These are included, in the big of 100,000workers now Army organised to supply our soldiers and if need be our Allies with an sdequste supply of munitions, and the fact that the vast majinity of those enrolled belong to the eng ineering and shipbuilding trades in a guarantee at the work is likely to proceed expeditiously. Mr. Lloyd George was also able to announce that sixteen national factorien have been catsblished in different parts of the country. It will thus be seen that the Mani.. tions Department, under the guid sage of their energetic hea Foon got well under way and is likely soon abundantl", all the hopes entertain
