Mr. Banoiman (President of the Board of Trade) anncanoed that they were giving the French Government and the State rail- waya full advantage of the Admiralty's arrangement with the Welsh comfowners. Russia and Italy at present bad contraote on favourable toreis, with which they were satisfied. When the contracts expired the question would probably arise and the Admiralty would then be prepared to extend treatment similar to that of France.
