THE COLONIAL OFFICE DEBATE.

July 21, 1.35 p.m. » In the House of Commons during the Colonial Office debate, Me. Bouar Law, Secretary of State for the Colonies, sketched the military situation of the Colonies. He said that the position in East Africa, unlike the victories in German South West Africa and Togoland or the likely success in the Cameroons was largely one of stalemate. He emphasised the failure of the German raid on the Uganda railway and said the reason we had been able to more than hold our own was due to the fact that the colonists, not only volan. teered, but were of a class whose services happened to be specially voluable,

The Harbour Office Telegraphs have, been removed to the G.P.O.

The situation in Nyasaland at the outbreak of the war was the most precarious of all our possessions. Its safety was largely owing to the acts and great enterprise of the steamer Lidy Gwendoline,

Tarning to general considerations, Mr. Bonar Law pointed out Registered Letters to the Caroline, La that in Africa, as to Europe, the Germans were much better pre-drone, Felow and Marshall Island can pared and had the superiority in artillery, machine guna and now he accapted for transmission ammunition. They actually bad two neroplanes in the Cameroone, but fortunately the British seized these and sent them to General Botho, We had the superiority in men.

Our colonial fellow subj"ote, he said, had splendidly supported their Colonies, and to the Ottoman Em- the Empire. Mr. Bouar Low gave as an instance that ninety-five pire are muspended. per cont, of the unc fficial Europesas in Togoland took to arms and we were surely entitled to say that the spirit of our forefathers animstes the colonies to-day.

Paying a tribute to the work done by the West African frontier force, Mr. Bonar Law said the African Rifles had shown the greatest courage in the face of modern weapons. There had been no excr#30B "and no want of discipline and the natives had shown that they ap preciated British rule. Throughout they had been thoroughly loyal and had helped in every way. Perhaps nothing" haa done more to make the African native appreciate British rule than the natives' experiences of German rule.

Mr. Bonar Law concluded by referring to the man from the Dominions who are fighting in "Fiance and Gallipoli. He could say nothing which could possibly raise the estimate of the House and the Empire as to the quality of these troops.

GERMANS AND THE TROUBLE IN BRITISH

COLONIES,

July 21, 11.00 p.m., Mr Gerahom Stewart (Conservative, Wirral, formerly a resident of Hongkong) raised the question of the Singapors mutiny, He declared that indications pointed to German intrigae and complain- ed that the Oulo sial Office had concealed the facts wishing to escape responsibility.

Sir. D. Rees (Conservative, Nottingham E.) enquired whether the Ceylon rioting was likewise traceable to Germans?..

Mr. Steel-Muitland, under secretary for the Colonies in reply, said Gorman intrigue might have been at the bottom of the Caylon disturbances but the situation there was completely controlled. Mr. Steel-Maitland heartily concurred in the praise of the promptitade of the British at Singapore and assured the House that the Govern. Falzon-Fer DEVAWONGSE, 24th July, ment would be mindful of the brave deeds of those of Singapore and other colonies. He expressed the opinion that the Governor Straits and India vio Calcutta-Per YAT- took adequate steps to control the German expenditure of money Philippine Is and the Colonial Office had a desired to conceal anything regard-Shanghai & North China-Per ANHUI, PASSENGERS DEPARTED. ing Singapore.

Mr. Steel Maitland, in winding up the debate, added that the situation in 8.maliland was quite well in hand. He emphasised that it was now quite olear that it was intended to take the responsible ministers of the Dominions into the confidenss of the Imperial Government in every matter concerning and daring the war and also in all mutera arising out of the peace settlement. The whole with of the Cabinet was to consider all things freely with them and thet was why Sir R. Birden (Premier of Canada) had attended the Cabinet. Even that was only an indication of the general trend of the policy.

July 21, 10.00 p.m. Renter's orrespondent in Amsterdam states that the terrifio -battle for Warsaw still aways'indecisively, but that a Berlin com- manique shows that the Russians are making important counter attacks from the Narew fortress line. This communique says that the Russians have been hastly reinforced, and that the GermanÓ have evidently made a progress. At B'onic, the most vital point Japan via Moji-Per on this front, where German reinforcemente have arrived, the battle is of the most desperate character. The Germans only claim to have taken 1,500 prisoners on the whole front from the Narow Bouthward. Significant, pasesges in the communique are: "We have been reinforced on all sides," and "The Russians began to give up their positions westward of Grojeo." A communique yesterday claimed the Germans to be at Grojec and that General Woyreoh is making towards Ivangorod. Perhaps the most terrifio battle is against General von Maokesson on the other vital sector. The Russians are re-tisoking most feresty and the Germans only claim to have made a slight advance, but it is doubtful if they have hitherto got ararer the railway, The battle continues.
