If we return to the matter of Germans being permitted to go on board British ships with no better excuse than that they are the employees of the Chinese Government, it is because it is one which closely affects a tolerably large oirole of our readers and because, also, we have reason to know that Hongkong prople in general strongly resent such intrusions.
