If we return to the matter of Germans being permitted to go on board British ships with no better excuse than that they are the employees of the Chinese Government, it is because it is one which closely affects a tolerably large oirole of our readers and because, also, we have reason to know that Hongkong prople in general strongly resent such intrusions. In our previous leading article on the sabject ve sought to show that the existing practice forces masters of British ships to disobey the orders of their own Govern ment-in other words to break the law of their ocuntry-03 well as to do violence to their own perfectly righteous and legitimate personal feelings in the matter.
