In the Hones' of Commons, on a supplementary vote for an French, Ville de la Ciotat, lat July. additional 50,000 men for the navy, Dr. T. J. Macnamara said thees were not required for the immediate manning needs of the fleet. We had, under arms and in training, all the men wanted at present, and to difficulty was expected in supplying future needs, bat recruiting was so good that the number provided in the estimates for present needs, namely a quarter of a million, exceeded it, and the Admiralty was bound to ask Parliament for authority to cover the additions. Mr. Geo, Lammert emphasised that the navy's control of the swan the master key of the situation. It had ample sap- plins and reserves of ammonition. The vote was adopted.

The formation of the board is hailed as Russia's reply to German successes in Galicia.
