It is difficult to recon- cile such a glowing statement with the impactment of the Governor ler retarding industrial progress mentioned in the other day's Peking telegrams.

Lectures have been written fox. the purpore by the Medical Officer of Health for the information and gaidance of ictool teachers, and pecial attention is paid in the lectures en malaria to the mode of conveyance of the infection by the mosquito, the manner in which the maiquito breeds, and the measures to be adopted for its extermination. From such a com prehensive campaign as this good results ought to be expected; but while the total number of deatha in the Colony last year (241) is the
lowest on record, the statistica published are at beet but a very rough guide to the measure of succees achieved. It is surpris. ing to learn, for instance, from the first table, which is one show- ing police admissions to bcapital for Malaria for the past ten years, that the average admissions were higher for the past five years than for the preceding five years, the figures being 12.2 per cent. of the strength for the period 1910-14 as compared with 0.7 in the preceding quicquennium. No explanation is cffered in the Report for this increase. The next table, which shows the total deaths in the Colony from Malaria during each of the past ten years is more satisfactory. It ahows that the are.age has been 378 a year for the past five yeare compared with 447 for the pre- vious five. It may confidently be astumed we think that the success has been greater than these figures in themselves represent, for the fect must not be overlooked that the past five years have seen a con aiderable growth in the population of the Colony accompanied by mach building solivily in new distriols where aullah-training nas highly necessary.
