War to the HING" According to cur Paking oor respondent the British Govern. ment is moving in the direction of ending the existing state of sffairs which permits of trading. with the enemy in China as well as in British colonce. From Pok- ing we learn more news of what ie taking place than from London; and if we read aright the deduo" lions of our Peking correspondens, we fear that Japan will not en- dorse all that is proposed to be done by Great Britain, and one or two interesting reasons are put forward Japanese merchants Lave been invited to submit their" |views, and while there is the feel. ing that trading with the enemy cannot be doLe by Japanese→ manufacturers and merchants if the best interests of the war are to be studied some of these mer-: chants assume that as soon as the war is over tale will resume the even tenour of its way and it would be nioidal to shut off their sources of supply just now. If Peking relate the view of Japan, then we are disappointed in our allies.

Japan and Germany. One of the demands originally put forward by Japan in the re- cont negotiations with Chine WAS for a pledge that the Chinese Go vernment would not alienate or lease to a third Power any ports, | bays on or islands off the coast of Chine. Obviously the intention was to ensure that Germany, ousted from Kiacobow, should not be able to secure a fcoting elsewhere on the coast of China, The fact, perhaps, Las been rather overlooked. by most prople that by the Kiacobow Ocnvention China ad- mitted Germany's right to lease some other point on the coast". in the case of her surrender of Kirocbow. It is interesting, alco, to note that the Convention. fur- ther provided that "should Ger- maoy desire to give up her interest in the leased territory before the expiration of ninety- aine years, Ohina abali tako over the whole area and pay. Germany for whatever Garman property may at the time of surrender be thera sitante," OFcourse, volun- tary surrender to China was con- templated by this provision and not a forced surrender to a foreign Pawer.
China Mail,
Why we lost the Organic Chemical Industry.
1.
It was the wonderful organie- ation and control of all depart- ments which struck, Professor: Perkin most in. German dye works. The heads of the depart- ment: are invariably chemists, and the board of managers izolude a large number of chemical ex- perte employed in the works. The adoption of similar methods in this country would meet with serious obstacles. For one
old thing, students at the universities, in which the best abilities of the country were concentrated, wote accustomed to devote the whole afternoon to re- oreation after a short morning's work, whilst the German chemist spent the whole day in the laboratory. The extraordinary complexity of the oretical organic ohemistry mado extraordinary demands on the memory, mani pulative skill, and perseverance of the student.
If the wor does nothing more and it will do a great deal more- it will be seen that British manu- facturers have reali ed that they must rely more upon themselves for many things which they were wont lo order from the Teuton. What has been done by chemists ia Germany can be at least. equally well done in England.
