Noises at Night.

** The correspondent who voiced, in these columna, a groivance ra... garding noises at night, raised an old question. Time, it is eaid, mitigates all evils-except the roises made by Chinese at any place and on the slightest pretext. We are talking mainly, of course, of the lower-clays Chinese who never appear to have any secreta to conceal ant who have not the slightest consideration for the feelings of other people, probably because they have next to no felings themselves. Two ooolies meeting in the street, even two men above the coolie class, will discuss business or personal mat- tera in voices load enough to be hard fifty yards away. On ocossion they do actually diccusa matters while they are still at some distance from each other with a total disregard of the fact that they are disturbing ray number of other people.

Trading With the Enemy.. We have in Hongkong an ordinarce which makes the trans- fer of shares in companies by, or on behalf of, an enemy a punish- able tffence, but enemy" in thid connection has been defined broadly as a person carrying on basiness or resident in enemy territory. China is not " enemy territory" and, therefore, appar eity, a Hongkong company may register the transfer of shares bought by an enemy subject residing in China. But if the Company refuses to register the rinifer-as many companies, we understand, have refused to do it does not seem that any means are open to an alien enemy to enforce what, in the prescat circumstances, he might regard as his legal right. In the issue of Engineering to hand (April 30) is contained a very interesting and informative illustrated article on recent work done to inoresse facilities. for tralio across the Thames within, London, showing that whilessver- at bridges have been reconstrnet- ed and others widened, and four tunnels made under the river east of the Tower Bridge, no addition- al bridge on a new site has been erected although, even in twenty yeara ozle, the po palation of Greater London has increased by about 1,000,000. The rate of growth now tends to dimi- nish. In the first fifty. last century the population

from 1,114,644 to 2,080,035, or an average rate of only 30,328 per anzom. In the next ten years, 1851-61, this average annual in crease was 54,178; between 1881- 71 it was 88,100; the following decade added 88,700 each year; from 1891 to 1001 the mean yearly increment was 91,760, bat during 1901 and 1911 it dropped to 67,000. The explanation of this is to be found in the increasing facility of rapid transit from the Metropolia to residential suburba beyond the Greater London Bros
