I should be glad to see Mr. Thomsett fairly remunerated for Services, but I at the same time think that the probable addition from the receipt of Lees under Regulation II would place his Salary out of all proportion to that of other officers holding equally onerous and responsible Offices.

Whatever may be the decision on this subject, I deem it my duty to express my opinion that the receipt of Fees by Public officers is highly objectionable, particularly among a Chinese population where bribery and "squeezing" are notoriously rife.

I feel assured that all right-thinking officers would prefer receiving their Salary and "remuneration" direct from the Crown, rather than have it supplemented by an uncertain amount of Fees. I shall await your Lordship's instructions on this matter.
