The Civil Hospital, originally a German Mission House, became the property of the Government in 1858. The Lock Hospital, as its name denotes, was built in 1860 and '64 for the purpose of treating patients with specific conditions related to the Civil Hospital.
From the time when the Government purchased these premises, very little has been done towards making them suitable for the accommodation and treatment of patients. The Building possesses few conveniences necessary for such an Establishment, and there are no rooms into which the better class of Patients could properly be received.
The quarters for the Resident Surgeon and attendants are neither fit nor healthy. We have carefully inspected the main Building, which, irrespective of its many defects, we find in a very unsafe condition, and unanimously recommend that steps should be immediately taken to procure a new site upon which to erect an entirely new Hospital.
