Hysteria.

News from German sources' is. noteriously unreliable, and there may be no foundation. for an al-g legation published in a leading London paper and issued by t German sgency that Mr. Kamaay Macdonald has described the evidence of the witnesses given before, the Belgian and French" investigation commitless as hys- terical. If this is true it means that Mr. Macdonald is of the opinion either that no outrages have been perpotrated by the German troops or that they have been grea ly exaggerated. What is noteworthy is that the labour leader appears to have'tffered no denial of the statement, and the naturalas- sumption is that he is prepared to father it if he did not actually roake it. The policy of the Britiah Government has always been to let agitatore agitate and to inter- fere with them as little as possi ble, presumably on the ground that if their particular form of bysteria found vent in talk it would not take the more violent form which is commonly in evi dence in cther countries; and that policy has all along proved a wise

one.

The Press Censorship. Every system, of course, han ite draw-back, and we can only hope that the benefite derived from the Censorship have more than counter-balanced the disad- vantages traceable to it. So long as it is conducted with resson there will be few, if any, begrudge the sacrifices which it entails,

There is always a danger, how- ever, that powers such as it possess may by degrees beccme strained and abused if care is not taken to prevent en- croachment upon public rights. For this TORSOR

we wel oome the many aigns that the House of Commons is keeping a vigilant eye upon Sir Stanley Buck master and those whom he represents. Any attempt to sup- press criticism, it has been clear- ly abowo, will not be tolerated. sad once again the Chief of the Bureau has found it necessary to repudiate in the strongest | language any suggestion that the

used for the or could be purpose of doing anything so base and discreditable 68 shielding members of the Gov- erament from publ.o criticism."

War-Prophecies Pat to Proof.

All sorts of settlements ofüh war, we read in the Literar Digest, have been supplied by prophecy, and no doubt many anxious souls pin their faith to thean in place of more definit assurances. Prophecy began its work at the very outset, and wide spread currency was given to the prognostications of the late Coun Tolstoy. The genuineness of theet baa been impeached by the Tolsto family, it must be anid, though these repudiations have received much less attention than the ori |ginal prevision. There is also

German prophecy that doubtles has been shelved because it wasn' fulfilled. This one, discovered in an old family Bible in the Fatherland, foretold a world-wa in 1914, and declared it woul be won in December by a ruls who mounted his horse on th wrong side. The Kaiser's well known physical disability make him observe this variation from the usual custom : but the tim has passed for him to fulál,"sh other terms of the prophecy.. writer in Ueber Land und Mee (Berlin) reminds us rather ironi cally that any one who has fol lowed the history of "super etition and stupidity must reca that nothing has ever happened in this world, from wars and re volutions to earthquakes an comets, without having been dul announced beforehand.
