The construction of hospitals is a matter which Doctors and Architects should work together and I wish it could be arranged that we could obtain their paid advice in the supervision of Dr. Buchanan's plans.
One is chary of asking the Medical advisers of the Colonial Government, matters which are not part of their regular duty; and Hongkong would find it to its advantage to lay out say 100 guineas in securing really scientific plans.
There might be some objection on the part of the Treasury to offering remuneration of this kind to a gentleman in the permanent civil service.

I understand that Mr. Hawkins, referred to by Mr. Fairfield, has not retired and is not allowed to take private emoluments or receive a salary from the Government Dept.
I am satisfied from all the enquiries I have made that the best course will be to put ourselves in his hands, and to allow Dr. Buchanan and/or Hawkins to draft instructions and to prepare the plans.
If Lord Kimberley concurs I would propose to write accordingly to the Local Govt.
