I am satisfied that competition in this sort is not desirable & a case of this sort all done by sagacity is the solution of an audit in the country - perhaps The principles recommended by Mr Julgan - getting hints any from the Sanitary Commission, if it will stick.
Can better Supervision be had?
My head goes hunting we can make any practical choice.
I quite apper that selection is preferable to competition. but I think higher making
an Architect should consult Captain Douglas Galton Who is one of the first authorities in England on the construction of hospitals.
There is no great difficulty in the construction of a good hospital if the Architect is only supplied with the proper instructions. I Galton understand the question as well frame the Architect's instructions from the
Department's point of view only assent to draft
as to the instructions to the Architect chosen I think an could ensure success.
As to the Medical Officers, if they are chosen, they ought to set about their work as differently as possible from their work at Brompton which I understand is a thing not at all within the Profession. But with good instructions I suppose they would do as well as any Men I know.
