This is the first great war waged by the British democracy, and there were many speculations at the outset as to how they would rise to the occasion. Since that time the attitude of the masse has not appeared to justify the hopes that were reposed in them. Although there have been many notable exceptions in manufactur ing and industrial centres, the impression Frevails that the working-classes, as a whole, have not respoaded se they should have done to the call to srme, and that it is chießy to the sense of duty and patriotism of the upper and middle classes that we owe the free that is now taking the field. But, even if it be true that the labouring classes have not.com- tributed to our new armies, in. proportion to their numbers, are we justified in holding them entirely to blame? The war, it must he remembered, is being conducted in a way that is con trary to all precedent. The all- ence and secrecy in which every- thing is shrouded may be and no doubt is, in large measure, essen- tial to the success of our arms at least, we like to think so; but it is the reverse of stimulating.
