Financial Situation in France. M. Ribot, Minister for Fit ance, explained to the Members of Parliament the situation in France at the end of 1914 in n re- port, the essential porte of which ran as follows: By an agreement, on November 11, 1911, the Bank. of France undertook to hold the sum of 2,900 millions at the Gov. ernment's disposal to defray the costs of mobilisation. The Bank of Algeria, too, promised 100 million. This total of three mil- liards was, of course, only suffi- cient to cover the expenses for starting the campaign. So, without moro ndo we asked the Bank of France, early in September, to raise it possible advares to six milliards. The mounts advanced to the Treasury by the Bank realised a total of 3,600 million franca on December 15. Tue Bank of Frarce is, in every respect, in excellent condition, This may be seen by the figures of its principal accounts up to December 10. The gold coal in band at tho ouldet of the war amounted to Frs. 4,141,- 341,663 which instead of les soning has a trifle increased, for it made Fre, 4,141,756,814, on December 10. The fact of holding such a retorve in gald is the best guarentee for the soundness of our Banknotes, The Bank of France will take care that its stock of gold and silver shall re-. main untouched, it will be help-" ed in this by the rute of exchange everywhero favourable to us. Then again, the amount of bille and ecceptances, which on October 1 represented 4,470 millions. 'December 3 was only Fra. 3,841, 870,707. We see by this that

On December 10 the amounts advanced on securities. realised 780,757,669 franc. The Bank notes in circulation. on October 1, amounted to 0.299 millions and rose on December 10 to 0,986 millione, showing an increase of 687 millions, in two months and a half. Lastly running credit accounts amounted to 2,273 | millions, and the deposits to 398 millions on December 10. The sum total of the credit recounte has gone on increasing the last few months, which is an evidents proof of the reliance placed in the Bank of France and of its vast amount of capital waiting to be Inid out. At no other time has the French banknote obtained greater credit both in Franco and abroad, then at present; it is ute premium in all countries, whereas the notes of the Powers we are at war against are already dapre- ciated to a very considerable extent. The exceptional favour extended to the Freroh bankn: te is doubtless partly due to the fact that France, thanks to her foreign investmente, is a creditor to most countries. But it is also the most; striking and incontestable sign of the credit of our Bank, which at the present time represents, even something more, and that ie, the very credit of France herself abroad;
