Hongkong and Plague:
It is perfectly obvious, however, that there is no justification for such an assumption, and if the conclusions of the Medical Officer of Health are cocepted, that heavy epidemics of plague are an in avitable consequence of over orowding in Hongkong, the pre- sent freedom of the Colony from plague must be accepted as proof that the pressure of the popula tion upon the housing accommoda- tion of the Colony is not so great as it was a year ago. An import- ant lesacn, it seems to us, is to be derived from this experience. The reduction in the population is! temporary. When the war comes to an end and trade revives and expands with the progess and de- volopment of China, the Chinese will swarm back to the Colony-in- even greater numbers than before. Therefore, if we are ever to get the mastery of plagae epidemica in Hongkong greater efforts will have to be made to prevent over- crowding; but this can only be done concurrently with the pro- vision of more housing accommo- dation for Chineso. This means that the popalation must spread itself out beyond the present con- fines of the city.
