The question of providing
3rd class passengers with suitable clothing
is attended with the difficulty who shall pay for it. The class of persons emigrating from China are the poorest; and as
they are
probably just able to procure the necessary
passage money
and not in a
position to purchase a comfortable outfit. They generally take all their portable
property with them consisting of one
or two suits, a
few articles made
of cotton and a
few
of Country cloth which
is of a sufficiently thick texture
to resist much cold.
Should His Excellency be of
opinion that the before mentioned
measures
are not sufficient to meet the requirements of the Secretary of State, I propose that the Superintendents of Police be directed to supply
me with
trustworthy European Constables for each ship for which I may want
one: this
to be relieved every
six hours until the vessel's departure.

I perceive Mr. Woodren the
Coroner, in his letter states, that the
