The War and Eastern Shipping. It is common knowledge that cargoes are phenomenal at the present momear owing to the ecarcity of ships, but we doubt it. anyone in the Philippines serioas, ly thinks German ships sheltering in Manila barbour will be per mitted under any pretext to re- lieve the congestion in the istarde. A prominent American confessed a few days ago that the Ship Par obase Bill was abandoned in Wash ington because the people felt that they would be only looking for trouble if it were approved. The same reflection may be ap plied in regard, to Germin ships to relieve the present regrettable The war has affected every part of the world, and in common with curselves, neutral nations are compelled to safer bresase of Pruesian aggression. Not until the piping times of pecce are re- stored can we hope to see a return to normal conditions.

Affairs In Portugal.

In view of the condition of affaira disclosed by incidents like the above, it is not likely that the Allies can hope for any active assistance from Portugal in the war in Europe. A country which is torn within itself, and which seems to be always on the verge of another revolution, has enough to do to look after its own interna al troubles. Indeed, it is prob able that this fact was known to Germany when a demonstration was ordered in Angola. Portu guese papera declare that severo fighting has taken place in that colony. A considerable number of Portuguese bave been killed, and it is stated that the Germans have been driven back acrose the border. It may be the osse that the rather uncalled- for attack by the Germans wAS simply a move. to distract Por tugal's attention from Europe to Africa. The assistance Poringal could render in Europe may not be vast, but every little helps. As it is, a fairly large proportion of the Portuguese army has left for Angola, and this fact, coupled with the internal dissension, bes enabled Germany to achieve whet was in all likelihood her object.

China Mfail,

The Allies Latest Successes, In other quarters the cause of the Allies is prospering. True, the German submarines are still a source of much anxiety, but the destruction that has been com mitted in the so called "blockade' has been insignificant when the number of the vessels Bank is compared with the number thất: has passed to and from the United Kingdom in the usual course of business. In other wars, shipping has been much more seriously interfered with, and that equal disuater has

Dot been present in this great conflict is due largely to the ever- vigilant tactics of the British Navy: On the whole, therefore, though we have had, as was in- evitable, to deplore some heavy losses both on land and res, the facta clearly point to greater dia aster having befallen Germany even with her complete prepar ations; and, to-day, more than at any other time, it is certain that in the ultimate isɛne the menace of Prussian despoliem will be annihilated, falling, like Shakespeare's Lucifer, never to hope again.
