In accordance with His Excellency's minute on the Sundry Secretary of States' despatch of the 27th March last and its enclosures, I called on Mr. Mains, the Acting Emigration Officer, who despatched the "Guiding Star" to Mr. Pest Chalmers, for explanation and have the honor to enclose a copy of his letter.
