also Mate or the flower to attach this Condition is given by Section VI. of the Emigration Ordinance (No.4) of 1870, inasmuch as Your Lordship has directed that "care should also be taken to supply the Passengers with warm clothing."

Finally, I annex the Return, called for by Your Lordship, of all vessels which have left Hong Kong since the passing of Ordinance No.4 of 1870, and similar Returns will in future be regularly transmitted.

8. I beg to assure Your Lordship that the whole subject of Emigration engages my most earnest attention, and no endeavour will be wanting on my part to carry out, not only the letter but the spirit of my instructions, in order that as far as possible the mal-practices and abuses which have surrounded Chinese Emigration may be entirely prevented in connection with such vessels as may sail from this Port.
