British Oll Interests Confiscated by Carranza.
Washington, Jas.10-Sir Cecil Spring Rice, the British Ambas ander, has emphatically protested against General Carratza'■ decreo gonfiscating British oil interests in Mexico. The Ambassador has urged the United States ty lake the most dratic action to induca General Caränzi to`rovoko the decree. It is understood that the State Department will give overy arcistence.
Indian Cotton Crisis.
A facutta message stutes that an official communique has been issued by the Governmentin Delhi anting that in view of the prob able smaller demand for cotin the lccal Goveinmouts have been instructed to discourage cottez growing and encourage instead that of cereale. In order to tide. the cotton trade over the precont crisis the Providency banks will make ic-advances on cotton sap- ported by the Government. The procedure is identical with that adopted during the bank crisis of 1912, and to ensure the Govora. ment's ability to provide funds the paper currency reserve in to be drawn upon to the extent. {[ * four millions sterling. A¤ cr- dinance will shortly be issued to enable the Government to incroce the invented portion of the raservo to this extent. It is pointed out that this suggestion accord■ with the suggestion of the Royal Com- mission on Lurrency.
