I believed that a Lady introduced here by Senior Don Leon Chica, Spanish Consul, to his wife, is not married to him, though it is not doubted that he is married, and that the Lady in question is not his wife.
Though this Lady left the Colony, I understand, somewhat abruptly, shortly before my arrival, I think it is a measure of justice between Senior Chica and the persons who received this Lady, that the matter should be placed beyond doubt.
The Lady was received by my predecessor in the belief that she was the legitimate wife of the Spanish Consul, and I think the honor of the Consular Office requires a full explanation to enable me to assign Senior Checa to his proper place in the society of this Colony, a well-ordered society.
It is proper for me to add that the Certificates for which Senior Chica applied on the 6th April have not been communicated to me, though more than sufficient time for their receipt has elapsed.
