Citizenship and the Empire. A new law of naturalisation came into operation in the British Empire at the beginning of this year, which established for the" Brst time the status of citizenship of the British Empire. As the Times very appositely observed, to far as naturalisation was oon- cerned Imperial anity has hitherto mennt nothing. The new low, which is entitled "The British Nationality and Status of Aliens Act, 1914," was published in the Hongkong Government Gazelts of the 22nd, ult., together with a despatch, from the Secretary of State for the Colonies which ex- plained that the law gives effect to a resolution approved by the Imperial Conference of 1911, which ffirmed that Imperial nationality should bo world-wide and uniform. Sir Wilfrid Laurier pointed out at the Imperial Conference in 1911, whoareform in this direction. was originally discussed, that Americans who entered Canada and became British subjects under letter of naturalization, were deemed to be American citizens if they landed in England. Similar anomalies existed in other parts of the Empire, particularly in South Africa. There, if a naturalized British anbject of Cape Colony went to the Trans- vaal or to Natal, he was regarded as an alien; and, if he tried in despair to fall back on the coun- try of his birth, that country re fused to have anything to do with him on the ground that he had become a British subject.
