the Sisiman is to follow, exit within the next day or two. Both | vessels, which were owned by the' Lichauco Company, Inc., of Manila, and which were engaged in the cattle carrying trade between Wyndham, Northern. Australia and Manila, have bean Rold to the Sisimin Steamship Company of Hongkong. The sale of the vessois was completed Thursday, the day the Kolya sailed. A
temporary transfer of registry was granted. by the British consul "and after the vessel was cleared through the castoms bonse, the American lag, which the Kolya flow since shortly after the passage of the ship registry bill through Con gross last September, was bouled down and the British flag again raised. It is understood that the temporary transfer granted to the Kolya is good for six months, but within that time the vessel will be required to go to Hongkong and submit to an examination by the marine board before a new per manent British charter will be granted. Before the Sisiman saile next Tuesday a temporary, regis. ter, similar to the one granted the Kolya, will be accured. The Kolya was built in 1888 By Workman, Clark and Co., of Belfast, and is a steel screw vessel of 1,801, groR tons. She was first owned by the. Adelaide Steamahip Company. The Kolya is at present com. manded by Captain Pooley and the Sisimin by Captain Martínez, Frastino Liobuco, head of the firm of Lichinco and Co., stated on Friday that the vessels were transferring back to the British flig on account of the sale to the Hongkong company, it being more convenient to operate them under the British marine laws than under the American..
Suez Canal Neutrality, De Telegraaf, a Dutch journal, writes:Is it not a touching sight to see Germany mounting 6th Feb. at 11 am. the br. ach as a champion of the oppressed sentral States, now that Britain bas practically closed the North So? The North Sea, this fro Ocean of Hugo. Grotius,, Tromp and De Rayter, the neutral water par excellence, is now, with the exception of a narrow margin, impossible of navigation. And never did the Norddeutsche All- gemeine protest more furionely. Now another neutral water is threatened this time not by Britain, but by the Turke, and to the remarkable spectacle is given to the world of the German Press.

General Manarefni:
the expectation of the Turkish friend arriving at the Suez Canal and possibly succeeding in blook ing it. And already German Professors are proving clearly that the neutrality of the Suez Canal, guaranteed by the Powers, including Turkey, by the treaty
of 1888, is null and void, because Britain firat violated the esid neutrality. The tables have been suddenly turned. In the North Sea question B.itain accuses Ger. many of prohibited actions, vie,, the laying of mines, and now that the Burz Osnal is threatened, Germany couses Britain of fore- ing the German ships, which had taken refuge in the Suez Canal, to put out to 83a, where they were at once captured. Therefore it is, they say, legal for the Tarks to close the Canalas Britain did with the North Sea. And again the Netherlands is the victim !
