We are con- soious of the fact that Mr. Martin has had his share of junketting in the islands, and has been active in his propaganda of enquiry into conditions and made acquaintance with the people, but we doubt if he has had the time or the ex- perience to entitle him to preach the policy of independence. Wo tell us what, in the light of recent history, is likely to happen among these races so widely spart in kabitas, language and customs once independence is granted to them. The United States lay themselves open to savere consure by other nations if there be immediate uprisinge. The Filipinos and the other people in the islande, in a generation or two, might have some alsim to independence. To-day, in our opinion, they have none.
