Black List a Dead Letter. The black list which was in- stituted several years ago by Act of Parliament with the object of preventing those who had been convicted of drunkenness three times within twelve months from. being served with drink in publio houses, was admitted at the Marylebone Police Cours recently to be practically a dead letter. Before the court was a notorious inebriate, and, having dealt with her, the magistrate enquired if the police still kept a black list.
