I am directed by the Earl of Kimberley to transmit to copies of Despatch N. 16 of the 10th May from the Gov. Alt Kang to the Enclosure thereto in which the question is raised whether the Peninsula Oriental and the Messageries Maritimes Steamers fall within the provisions of the Chinese Passenger Act (10 & 11 Vict. c.104).
It will be seen that the Peninsula Oriental Company relied upon the Passenger Act 1576 (19 & 20 Vict. c.44), but an Act was passed repealing that Act and the Passenger Act 1855 (18 & 19 Vict. c.119).
