I was to show my object that the Home Government considered that Owners of Steamers entrusted with the Conveyance of Her Majesty's Mails were competent to regulate the carriage of Passengers and consequently in Her Majesty's Ships they were exempted from any restrictions common with ordinary passenger vessels. In all parts of the World at which the Steamers of this Company touch, similar exemptions are made and every facility given to expedite the despatch of the Mail Steamers.

It is needless for me to touch upon the various clauses in the Ordinance or the obstructions to which it may lead in the despatch of the Mail Steamers, but in calling His Excellency's attention to the excessive limit placed on the number of Chinese Passengers to be carried in the ...
