laying the following remarks before His Excellency the Governor, who I trust may be induced to reconsider the decision arrived at of placing the Steamers of this Company under the provisions of Ordinance Nr 8 of 18971.

With exception of the enclosed two letters from the Acting Harbour Master Jam it present information as to the object of placing the Mail Steamers on a par with any ordinary vessel employed to convey Chinese Emigrants, and taking into consideration the excessive limit placed on the conveyance of this class of Passengers together with the powers of interference granted to the Emigration Officer, the exercise of which might involve the detention of Her Majesty's Mails at this Port, it appears to me that the Directors of the Peninsular and Oriental Steam Navigation Company have just grounds of complaint that no communication was made to their Representative before placing their Steamers under such unprecedented restrictions.
