The Postal Convention does in certain particulars confer upon the Masters of the Messageries Maritimes the privileges of men-of-war - but these privileges are confined to matters connected with the internal management and discipline of the ship, and things ejusdem generis. In carrying passengers their vessels can only be regarded as Merchant ships, and I can see no good reason to exempt them from the operation of the law.
