(1). After fully weighing the Government proposal to amend the British Burmas Pilots Acts, which would give the Com missioners fuller control, they were unanimous in thinking that the balance of advantage Jay on the side of their own proposals, that the British Burns Pilots Act! should no loni er apply to Raa- goon, but that the Pilot Service should be admini-tered by virtuesme of a pilotage clause in the Ranǝk. goon Port Act;

(2) No proposals could be put fora ari wuh respect to the pilots fuad, which was in a very un- remuneration until the pilot

eat-factory audition, coull be improved. Masures for in rov ing the fund would be consi ered at an early date and the ratter would then be discussed with Government;

(3) The Commissioners agres with the suggestion of the com mittes of inquiry in the matter of appointing two senior pilots to command the pilots' vessol;

(4) The Commissioners were of opinion that the question of providing a steam pilot vessel had arisen at an inopportune moment, inasmuch as the pilot, fund was so depleted that the strictest economy was demanded. Further, considered that no prima facie ones bud boen made out for such a vessel;.

( The Commissioners' con- staat study was to improve the system of lighted buoye in the harbour, and they had placed an order for 4 new buoys lighted by liquid acetylene, which they trusted would be in position be fore the end of 1914;

(7) The Commissionera agreed: with the committee of inquiry that the emoluments of the pro- bationer pilot should be equal to the emoluments which he drew while acting as mate.

look into it a little more closely,

it will be found that this questi ie really not one to give canse for the slightest society. In the plan of the Transatlantic mail steamer which has been approved, the thickness of the outer shell was! reduced by less than one-quarter of an inch and as a set off against this slight reduction, it must not be lost sight of that, in this system, there is afforded the addi- tional backing or support from the malo inner shell and frames to which the outer shell and frames are at ached by stringer plates, eto, and as there can be no doubt that this method of con- straction gives a

4 very much stronger resisting force than that, obtained by any single shell, the sides of a vessel will retain the necessary rigidity to meet all the usual conditions of harbour ser vice:
