Before replying specifically to
His Excellency the Governor's questions, I will narrate briefly, so far as I personally
am acquainted with them, the circumstances connected with the
arrest of the French Mail Steamer ....

a collision occurred near the Island of Lontao(?) in the Formosa Channel between that vessel and the British steamer "Rona" whereby the latter vessel was so
much injured that
