concerned. I thought it, however, right that the Government should be in possession of the facts relating to the issue of the Warrant and its execution. I, therefore, directed Clarke to make enquiries of the Court and to furnish the Registrar of me with the Office Copy of the Rules and Regulations. The result was Mr Alexander's letter which I send herewith, and I would wish to direct Your Excellency's attention to Rules 7, 8, and 9 pp. 4 and the Rules and Regulations of which a copy accompanies this communication.
It will be observed that these Rules are made in virtue of 9 Wm 4 c.31, an Act which has been repeated in India by 26 & 27 Vict. c.24, but in such last mentioned Act special provision is made for the continuance of such rules (see Sec. 24).
The object of this communication has been twofold; first, to assure Your Excellency that no intention existed on the part of the Officers of the Court of Admiralty to violate the condition of the Treaty and secondly, to induce Your Excellency to bring the matter to the notice of the Home Government with a view to the remodelling of the Rules, or to the introduction of
