The Third Revolution. There seems to have been a certain amount of nervousnesa shown in some Chinese ciroles since the war broke out in Europe, lest the occasion should be seized by the revolutionary party in China to start the threatened Third Revolution. Sun Yat-sen and Chen Chi-mei were reported to have aurreptitiously returned from Japan to Shanghai, and Admiral Teeng, though doubting. the truth of the report, deemed it advisable to take no risks. He issued a proclamation reiterating the contents of a Presidential mandate issued some months ago, wherein a reward of $100,000 was offered to any person for the" capture of Sin Yat-sen, aud $50,000 for the capture of Chen Obi-mei. Anyone giving infor- mation to the Admiral's Tamen of the place of abode of thes arch-rebels, or of the places they we known to frequent, were promised "proportionate rewards" if the information led to their arrest. But Sun Yat-san and Ohen Chi-mei are still at large, and it is very improbable that they have ever returned to China since they left the country so hurriedly."
