The War and China, It is promised that if assassins- lion is contemplated, and if the leader of the plot is arrested, whether he has achieved his purpose or not, those who give, the information shall be rewarded With a thousand dollars, and there are five hundred dollars offered to those who may arrest those who are privy to the plot, though they may not be of the rank of leaders. We have here but referred to two or three of the promises that the Chinese Government have pro mulgated with a view to discover- ing what is believed to be im- pending, but therefrom it does not seem improbable that danger is in the air, and the President and his supportera are looking out upon the near future with some considerable, and serious apprehension.

We believe, however, that Pre- sident Yuan and his advisers will be able to cope with any trouble, that may arise. The serious, aspect of the situation is due chiefly to the precautionary mea enres that are being taken, and these measures indicate that the Government intenda to deal effectually with any incipient rebellion. As to the Army, we believe that Prealdent Yuan will retain the respect the Army undoubtedly have for him and that the soldiers will booner (runt; him than those desirous of his [overthrow, LA

Davidson, some comment is made on the delay in linking up Canton- Kowloon and the Canton Hankow railways. Lack of capital is given as the reason for not commencing this loop. The Consul any "This line would undoubtedly benefit both railways, and it seems a short sighted polioy to delay its construction, which is estimated to cost $350,000 to $400,000." It certainly does Beem short-sighted policy to delay making this connection The Kwantung section of the Canton-Hankow railway will be about 210 miles in length, and a recently published report leads us to expect that by the end of the year trains will be running all the way from Canton to the distriot city of Haiu kuan (or Shinchow). It seems that it is. not proposed to continue beyond this point until the Hunan section is more advanced towardscomple tion, as the country is sparaely inhabited between Hainkuan and the Hanan border. As bearing upon the question of connecting up the two lines we note that since the opening of the line to Ying Tok receipta are said to have almost doubled themselven and there is no doubt, the Conani ssye, that they "oquld be still farther inoréased at the
