And it is, unhappily, in this its noblest func tion that European diplomacy appears to have broken down.
Where the initial mistake Isy, there can now be little doubt, Austria proceeded with a high| band and in the most reckless spirit, but the responsibility of dislocating the entire European status, and making the whole Continent the scene of war, is not wholly hers. She must have com- municated her intentions to her ally, Germany, and obtained Ger- many's consent to go ahead. This was the reason why the German Emperor felt compelled to decline the proposal of Sir Edward Grey to call a European Congress in order to pass upon the differences between Austria and Servia.
