The Viceroy to H.C. Mr. Consul.

With reference to a late conversation respecting the despatch of a steam Sum Boat to Hong Kong for the purpose of searching for and arresting pirates, the Viceroy would remark

that the duties of Chinese Gunboats

are

very

numerous, and all that

they can do, is to cruise about in

the neighbourhood of Hong Kong. Should the Hong Kong Naval Authorities then receive information concerning pirates they could either send off a Sun Boat to proceed in company with the Chinese Sun Boat and effect the capture (of the pirate) or
