It is well to mention however- that Italy has declared neutrality: in the present confiot, which reduces, by figures above record- ed, the fighting power of the Anstro-German | (combination |while on-- the other hand the addition of the forces of Great Britain, Belgium and Holland, not to speak of Servia and Mon tenegro and the possibility of a few other nations before the proud Teuton is brought to his knees, enhances to an enormous extent
the strength of the chief oppon ents of the Austro-German com-` bination, Under these circum- stances, it will readily be seen that the supremacy of Germany on land is nothing like so assured a thing as has been generally

Hongkong, 18th July,1913;
Kaiser devoutly hoped and prayed it was. It must be galling indeed for the War Lord of see his teeming Europe to hattalions routed so frequently on the Belgian frontier, where at Irast he must have anticipated an easy walk over. The great fight has yet to come, and come it must for the future peace Europa and the world.

The War.
The Kaiser both on land and
sea has been surprised "by his enemies, in a way that he of all. men least expected. It is not to be supposed, however, that the history of the war will be one long and uninterrupted story of German defenta. The news so far. received seems almost too good to be true, but the public is placed at a disadvantage in judging of ts reliability of the news by the fact that the censorship permits us to learn only one version of the story. What is being thought and said in Germany is a sealed book to the rest of the world, but if we may guess at the German view from the nature of the latest telegrams it is that all that has taken place hitherto, although it has cost Germany many thousands of men, has been in the nature of mere preliminary skirmishes, and that the great battle for which the opposing armies are now concentrating will afford a more accurate measure of the probable results of the War. The coming week will dive in history as the period of a war which is certain to be one of the greatest and the most sanguinary in the history of the World.

It must be confessed, says Engineering of July 17, that there has been a considerable degree of vacillation on the part of the Admiralty irrespective of the wisdom of the policy decided upon Tat the Imperial Conference in London in 1909, there is some excuse for the Colonies insisting on its ful- filment. This policy "required Australian, China and East- Indian unite for the Pacifio, the idea being that the battle pruiser New Zealand and a velsel similar type, as well as Cruiser Australian, should be the head of each of these re tive units. former ships are concerned, the arrangement has not been fil filled. and there
