to transmit herewith Copy of a Letter from Her Majesty's Consul at Canton covering a proposal from The Vice Roy to establish a Chinese guard boat in this Harbour, from which Chinese officer might be obtained to accompany any of our gun boats, when sent on a Cruize after Pirates.
Before causing the reply, of which I inclose a Copy, to be sent to Consul Robertson I consulted with Commodore Shortt, the Senior Naval officer, and was glad to find that he entirely concurred in the views which I had formed as to the inutility of acceding to the Vice Roy's proposal... At present should a Chinese Officer be required for the purpose indicated, there is no difficulty in obtaining one, according to a recognized arrangement, from the City of Kowloon.
I trust Your Lordship will approve of my reply to the Vice Roy's suggestion.
