Optimistic Forecast of Philippines' Trade, Various interviews and editor ials that have recently appeared In the Manila press on the subject of the condition of basinest in the Philippine Islands, have aroused considerable interest in the local business community and opened a broad field for comment, Boys Mr. H. M. Pitt, president of the Manila Merabants Associa tion: The situation is one that might well be called anomalous. In the face of gains in imports and exports and the fact that crops are good and give fair promise for the immediate fature, jobbers and distributors in Manila will tell you that business is far from eatisfactory and does not compare with preceding or for mer periods. Exporters would be affected little, if at all, by doprench as oxists, or seems to exist in the islands to-day, but It is a peculiar fact that importers and distributore, are affected even though the importe for the first six months of 1914 showed an increase of P,5,400,000, over the corresponding period of 1913. An the exports for the same period are nearly P.7,000,000 greater, the question that very naturally voices itself is why ehould money be scarce and business unsatisfactory with anob a large and importani element of the commercial population? The only reason that can be signed for the in- Brease in importa is that during the second half of the calendar year 1913, merchants curtailed purchases and reduced stocke to the minimum. With the opening of the new calendar year com- paratively large'mportations were necessary in order to restore the depleted aircks and meet the actual necessities of trade. Thus the increased imports for the viz monthsending June, 3914, doubt, less represent in part importa that abould have been sprend over the latter half of the colon- dar year 1913 bad conditions been normal. It is probably a fact that the returns on exports from the Philippines are much Be widely distributei mung

The following is the theamend- the people than they would be ment above referred to:- The in a more highly developed com deletion from Bection 20 of the manity. Throughout the prov-paid Ordinance of the words,

That the state of mind" prompting sa b notion has been brought about by apprehension duo 10 feer of radical political" changes there can le 10 'doubt. There is no better index to general conditions: shan the wal estate market For the first five months. of 1012 transfers in Manito amounted to P2.248,50. For the first five months in 1913 they dropped to P 1,741,000.
