Aug. 2. 3-50 pm. Router learns that an official telegram was received at 3-30 this afternoon stating that the Germans, hari invaded France, crossing the frontier at Cirey.
Russians Invade Germany.
Au2, 4.16 p.m. Reuter's correspondentai Berlin reports that a strong Russian column with guns and Cossacks invaded Germany near Biella and news has now cenied.
4.30 a.. Rouler's Agency learpa that it le officially announced that a German force is marching on Longwy, a small French towh, 18 miles W SW. of Luxemburg.

British Patriotism.
7.30 p.m. The Bret outward sign of patriotio enthusiasm was shown by the crowds cheering the Ministers going to to- night's meeting of the Cabinet.

Germany Responsible.

7.20 p.m. The French Ambassador, in a statement to Reuter, says that the whole responsibility rests with Germany, which invaded France without any declaration of war, while Austria and Russia were approaching an agreement. Accused of Breach of Neutrality.
He emphasised, the claim that Germany had violated the neutrality of Luxemburg, as guaranteed by the Treaty of London, and pointed out that France had even with- drawn troops from the frontier, to avoid au' accidental, collision. The world, he said, should know these faots,

Enthusiasm at Shanghai.
Shanghai. Received Aug. 2. One hundred and fifty German reservists left for Tsingtao by train yesterday. They received a great send- off at the station, the crowd singing the National Anthem and cheering the Kaiser and the Fatherland.
The second reserve men are expected to leave im- mediately.

President Poincare's Appeal.. Conversations are continding on all sides despite mobilisation, particularly between Russia, Austria and Germany and France.
President Poincare, in an appeal to the nation yester- day evening, said that France was compelled, like other countries, to mobilise and safe-guard her territory. The President saye mobilisation is not war; on the contrary, in the present circumstances it appears to be the best assurance of peace with honour. The French Government is protected by these precautions, and will continue her diplomatic efforts. Still hopeful of success, President Poincare counts on the calm patriotism of a noble aution to belp the Government.
