In the House of Commons, the second reading of the Home Bule Amendment Bill was postponed. Mr. Asquith, explaining, said :-We most to-day under conditions of gravity which are almost unparalleled in the experience of any one of us.
Issues of peace or war are hanging in the balance with a risk of catastrophe of which it is impossible to mes- were the dimensions or effects.
Consequently, it is vital for the whole world, that Great Britain, which has no interests of her own directly at stake, should present a united front (loud cheers) and be able to speak and act with the authority of an undivided
