were all sentenced before the passing of that Ordinance, and I do not at present
see under what authority they could be removed from their place of Transportation to complete
their sentence in Wongsong
by
being subjected there to Penal
Servitude.
It seems to
me
that all
these Prisoners have already undergone
such long sentences that (except
any particular
in
which such
a course
cases
to
might be
deemed inexpedient) the difficulty
might
be overcome
by applying to
them the Scale of Remission of Sentences usually adopted here
448
and granting Pardons to them under the Hand of the Governor of Hongkong.
(Signed) J. Panncefole,
Attorney General 29th July 1871.

Acting Colonial Secretary.
