see under what authority they could be removed from their place of Transportation to complete

their sentence in Wongsong

being subjected there to Penal

Servitude.

It seems to

me

that all

these Prisoners have already undergone

such long sentences that (except

any particular

which such

a course

cases

might be

deemed inexpedient) the difficulty

might

be overcome

by applying to

them the Scale of Remission of Sentences usually adopted here

and granting Pardons to them under the Hand of the Governor of Hongkong.
