Inquiry that, had the Convict never been sent to one of the Colony, they would have been already eligible, if their prison conduct had been good, for release from Confinement under the Senic remission of Sentences approved by Mr. Cardwell in 1865. They had served a much longer period of imprisonment than the Scale referred to requires, and one much longer than is customary to require of Prisoners convicted in England and transported to the Colonies.
Such is the explanation which I have to offer to your Lordship, and if any further information is required I would suggest reference to Mr. Austin, the Colonial Secretary, who is now in England on leave of absence.
